The update seems to have finished all right, except the missing plugin System - User Actions Log.

The purpose of the following steps is to make sure that the plugin is available.

Go the System Dashboard - Update - Joomla. Click the Options button in the top right hand corner and make sure the Update Channel is set to 'Default'.

Go back to Joomla Update and click the button 'Check for Updates', which displays the message "Currently no update available." Click the button 'Re-install Joomla core files'.
